You unlocked all the content in Fight Lab.
First off let me start this by saying that you dont need to S Rank any of the Stages in order to get this achievement.
While going through the Fight Lab Stages you'll gain Upgrade points. With them you can buy new moves for your Combot. For this achievement you need to buy all the moves from the Combot-Tuning section of the Fight Lab. The Level Tech you dont need since you can't buy them, they are awarded for getting certain ranks in the boss fight, and are not needed for the achievement. You'll need approx 2.5 million (i don't know the exact number) to buy all the moves. I found Stage 5 Boss Battle to be the best place to grind out the points. You can get up to 75.000 upgrade point per run that takes 2 - 3 minutes. Just try to get as many hits as possible during the combos, and not get hit you that way you can get up to 400pts per hit.

Forward+Y over and over again. Make sure there's a half second pause after the initial hit before you do it again. Once you hit it the 2nd time you can just spam it until you beat them. First boss is the only one who could roll out of the way. Stages go by ridiculously quick, I always got 70k+ or 32k. Never understood what I did differently each time but this is the fastest way in my opinion :)
This achievement is done in the Fight Lab section within the game. I will try to be clear for all this, so I will break this down into different parts for you.
Fight Lab (Combat Tuning Section)
Here you have to buy all the moves within each section, total of 8 moves sections (You can see the percentage of the moves you got so far here). I don't know the exact amount of development points but I would only do up to 2 million and then see what is left to get (I'm saying this cause you don't want to do more than you have to, I did by 300,000 :( ).
You don't need to get the moves you can unlock for this.
Rate of Earning Development Points
For me I got on average 35,000 development points in the space of less than a minute and within half a hour I got more than 1 Million and that's with me sometimes messing up and taking longer cause I lost focus. So you can get an idea of the time needed.
The Solution
Alright for this you want to pick Boss Battle 4. There is three bosses to get through but should not cause to much problems, maybe the first boss might, the Fat Yellow Power Ranger (I hate him, was a pain sometimes).
Yellow Power Ranger
This guy is the only one I have to go into detail for, so I will break this down again.
Boss Moves:
Wand to change your head - that's okay use this attack to get closer to him to hit.
Bouncing Attack - For this if you time it right you can get him into your chain of attacks starting it of with Forward >Y.
Laser Gun - This is hard one to get away from you can sidestep by double tapping Up or Down.
Throwing Food Box - The same as above.
Chucks Grenade - If you have the right amount of distance you can jump over it.
Nunchucks Move - Not to much of a problem you can get a Forward >Y attack in there to start the chain of attacks.
This guy likes to fire the Laser gun or throw his Food box at you to get distance sometimes consistently if he does this to much and there's a big distance just restart on the pause screen to get things moving again.
Now as the fight starts you want to move close to him as soon as. You want to press Forward >Y (Uppercut) and B (Kick) (Doing a kick right after hitting him before he falls to give you the time gap needed) then press Forward >Y again and again if needed B again for kick and let the cycle continue.
The other way I did against him was Forward >Y and B for kicks getting about 3 or 4 before he hits the ground then sometimes as he hits the ground and bounces a bit you can get the Forward >Y attack in again and again.
Boss 2
Easiest boss here as soon as the fight starts all you want to do here is Forward >Y again and again making this a fast easy one.
Boss 3
This is not to bad of a boss either as fight starts Forward >Y and B, followed by Forward >Y again and again (If you press the Forward >Y and the bear sometimes lands on the ground with his back towards you then this is even better for you as a well timed Forward >Y can trap him in the Forward >Y again and again chain of attacks).

Also you do not need to get S rank in all of the stages.
There are 8 different categories of moves in development moves you need to purchase every move within these catagories.
Amounts needed for all purchases (After finishing all of the stages within the fight lab)
Development Moves Set 1 - 372,500
Development Moves Set 2 - 425,000
Development Moves Set 3 - 442,500
Development Moves Set 4 - 355,000
Development Moves Set 5 - 357,500
Development Moves Set 6 - 335,000
Development Moves Set 7 - 12,500
Development Moves Set 8 - 17,500
In total you will need - 2,317,500
Now that is one hell of a grind to get that amount so I'll stick on the way I did it, I went through every stage 3 times and recorded my scores on each and the only option I can say is -
Load up Stage 4 / Boss Battle.
Get past the yellow power ranger person (Very stressful to beat) -
Now you will be onto the panda and the fairy bear, Using you will hit them in the air, Once they are in the air keep pressing as quick as you can to knock points out of them.
If you do well, not get hit and go fast your points will grow from 100 to 200 to 300 and finally getting 400 points per hit and 4000 points per K.O.
Clear it and you should get a decent amount of points (more than what I got in any other stage), Rinse and repeat.
Each time I did it this way I would earn around 45,000 and 60,000 points to spend, with my average clear time of 1min.
It may take an hour or two to get but its very easy this way.

The "content" that is referred to by the achievement is actually all the moves you can purchase for Combot using the points you gain in Fight Lab. From the Fight Lab menu select "Combot Tuning" and you should see eight bars with percentages on them. When you unlock a move for Combot the moves end up here waiting to be purchased with your points. Once each of them is at 100% the achievement will pop. It will however take around 3 million in points to make this happen. If you are good at the Stage 5 boss you can get 100,000 points every two tries.
The percentage bars that say "Stage #" at the bottom of the eight bars you need to fill for the achievement have no bearing on this achievement so ignore them if you want.
DarkSephiroth has a rather interesting way of gathering points and money here.
The description is a little misleading – there's two types of unlockable moves in Fight Lab; first is S-Rank moves for Combot and the other is purchasable moves in Tuning. You don't need to get any of the S-Rank moves. You will however, need approximately two million points earned in Fight Lab (not G) for all the purchasable moves.
An easy way to grind points is to repeat the Stage Five boss battle. With a good strategy, it’s an easy 70~ thousand per two minutes. My personal strategy is to purchase Paul’s Lion’s Roar (++,, or d/f+1,1,2) for Combot and equip it, and repeat the just first two hits in juggles and Tag Assaults. They don’t do too much damage and work for a long time. The more successful hits you do in a row, the greater your chain will go up, and you earn more points and a greater bonus at the end. If you’re fast enough, chains can even carry over between rounds.
