You don't have access to all three of the powers until you unlock the berzerker power at 475 eyes eaten and make it to a pit stop. Once you unlock the berzerker power the game will prompt you to try it out once you leave the pit stop by swiping to the right. If you still have at least one of each of the other powers, take this opportunity to swipe down and swipe left when the game allows you to to unlock the achievement. Since you need 475 eyes to unlock the last power, the earliest you can achieve this is layer 9, Guilt.

If you still have at least one of each of the other powers, take this opportunity to quickly press the down arrow key and the left arrow key to use all your powers within the five second window and unlock the achievement. If you used up the other powers prior to this and have no more, you can always buy them in the store. Bombs cost 130 coins, shields cost 145 coins, and berzerker costs 155 coins. Sometimes there will even be specials where you can buy the powers in bulk for a discounted rate. Since you need 475 eyes to unlock the last power, the earliest you can achieve this is layer nine, Guilt.
