Dungeon becomes available at Level 41.
Minimum gear point is 99 but this should be easily attainable with main quest pick ups and enchanting your weapon to +9.

I'm not sure when the achievement is supposed to pop, but mine didn't pop until I did the optional boss, after the exit teleportal had appeared.

For those who can't find other to run this with, you CAN solo this as long as properly geared (I was around iLVL 150) as a Mystic.
The idea is the same as any dungeon solo, summon your Thrall of Protwction and Thrall of Vengence for most fights. Try to group enemies up so you can use your Boomerrang for hefty damage. Small enemies can be killed quickly with your AOE skill.
