How to unlock the Head in the Clouds achievement in Terraria - Definitive Guide
This achievement just requires you to be "in the air" (any time your feet are not on a surface) for 60 minutes. This is cumulative over all worlds you enter, whether your own or a friend's. It counts time spent falling, jumping, flying, or grappled to a wall/ceiling while wearing wings or any flying accessory (even when you are stuck in cobwebs - thanks DottyRoxy69).
This does come naturally with regular gameplay. You only need 60 minutes total of air time while wearing wings.

So I have been using the grappling hook and my hoverboard is showing for now around 1,5hours. Did they change things or am I doing it wrong?

Some people are having issues when trying to boost this. There is a forum post about it. It seems to require some flying in your own world, and active flying in some cases.

This does come naturally with regular gameplay. You only need 60 minutes total of air time while wearing wings. Note this is different than the distance that gets recorded in the Leaderboards.

Use any grappling hook and latch onto a ceiling or wall. Then just idle until the achievement pops. It is easiest to tell if you are "in the air" if you have the hoverboard equipped as an accessory because it shows up whenever you are airborne under your feet.

Create a Journey character and a Journey world. Once launched achievement unlocks as Journey characters start with Fledgling Wings.
This is accumulative over time. You must spend a certain amount of time in the air by jumping, free falling or using a Gravitation Potion.
