This is a tricky one, but can be made easier in endless mode.
You need to be able to unlock spawn trampolines. You can do this by eating 25 airborne civilians.
One in endless mode, spawn in trampolines and cover a good section of the ground. I did about to screen lengths.
Next, press up and y to kick straight up, (mostly) and keep following your target. Civilians that hit trampolines don't reset your kicking counter so it's more forgiving. Just try to keep them straight up as possible and you should have no issue.
