Load up any stage or go into endless mode and max out civilian spawns and decrease enemies to make this easier.
Pick up any civilian by pressing Y and down. Throw them up in the air while pressing up, wait for them to get close and eat them before they hit the ground, you will get the timing down, it is a little tricky at first

You should add that you need to jump in order to eat them in mid air. If you're standing on the ground it won't work.
