How to unlock the Fugitive Wanted achievement in Test Drive Unlimited 2 - Definitive Guide
Drive to where other online players are, then find a police car.
Hit the police car until the crime gauge is full.
***Confirm, it must be players chase not AI chase****
There are two events of chase mode.
1.If at least 2 online players are near, they will get call from police and if they accept to join the chase mode (At least 2 players must accept), you'll get the opportunity of playing online chase mode, so try to survive for around 2.5 mins.
2.If online players are not near you, A.I. police cars will chase you instead. Or if not enough online players join the chase, A.I. will chase you too.
Note1: If AI chase you there will be no white name above the police car
Note2: If player chase you, there will be white name (Gamer tag) above their car
Note3: While the police call other players to join there will be "spinning" ring at the top of the screen, this indicates that the police is calling for their help from nearby players. So, if there's no "spinning ring", it will be AI Chase for sure
How to boost: At least 3 players.
The three of you stay near each other, try to find where there's no other player. The player who wants the achievement try to crash police car. Then the two other players just accept the call and let the first player escape.
-If there are only boosting cop players, the cop players may press start and select give up so the chase will end immediately with the outlaw manage to escape
-If there are non-boosting player, the boosting cop players may try to block his way.
there's problem trying to boost, sometimes even though the three players are near but they can only trigger A.I. Chase.
Note: Actually, this achievement can be done on your own, less time consuming than boosting. Find a city which has many players around and escape legitimately.
This is mostly a solution to show a good area to find police cars and a low amount of random online players at the same time, mainly if you are in a gaming session for this achievement. I would like to mostly elaborate on the Harvest Moon 64 guide, as she has done a great job in explaining how to get the achievement.
COMPLICATIONS
This achievement can be done legit but it is difficult to do so because of a few factors:
1.) Connection problems often force you to another server or showing no players being on your server after each chase since it re-connects you to the game after each chase. Just a useful piece of info but the way you check if you are on a server is to look at the in-game minimap and in the bottom-right corner there should be a number next to the car. If there is no number then you are not fully connected to a server yet. This is especially annoying if you are in a gaming session. If you are having trouble finding your 'boosting' partners after each chase, I suggest always using the in-game join/invite features rather than joining/inviting directly through Xbox Live. If you cannot get to their server after a few tries or a certain amount of time, go to the Xbox 360 dashboard, restart the game and re-join your friends (always using the in-game join). Dashboarding has always worked for me after experiencing these situations.
2.) Police cars can be difficult to find in certain areas and often de-spawn/disappear when you are attempting to get to them.
If you are in a gaming session it can be difficult to find an area with both police cars and little to no randoms.
3.) Bumping a police car to initiate the chase can often lead to an A.I. chase instead of an online chase, in which the only arrests/escapes that count are when there are at least 3 total online players involved.
HOW TO GET THE ACHIEVEMENT
*INITIATING THE CHASE: The best ways to initiate a chase is to either bump a police car or a firetruck. I think ambulances may work as well but I never see them. If you bump an emergency vehicle other than a police car, a police car will come after you. If you are in a gaming session, you may want to have only one person bumping a given vehicle at a time, as multiple people trying to bump the same vehicle often leads to an A.I. chase instead of an online chase. I believe that if you are all within a 10 mile radius of each other you will all get into a chase together. So you can have 3+ people searching around a given area all looking for emergency vehicles. Communication is key at this point so that one and only one person can bump and initiate the chase.
*EVADING THE PREDATORS: This is definitely the more difficult out of the two chase achievements. The Dodge Viper SRT10 police cars they give your pursuers are quite fast. It is very useful to choose a very fast car when attempting to be the outlaw. Koenigsegg's are very fast and so are Bugatti's. Bugatti's are the fastest cars in the game and have absolutely decimating acceleration. It is worth the investment in getting one if you are attempting this achievement legit. *TAKE NOTE THAT YOU MAY NEED 5 OR EVEN MORE ESCAPES THAN THE ACHIEVEMENT TO UNLOCK THE "OUTLAW" MERCEDES, SO YOU MAY WANT TO DO A LITTLE EXTRA. It is by no means as good a car as the Police Vipers you get from the arrests but it is possibly the rarest car to have in the game, definitely a token of accomplishment.* All you have to do if you have a fast car is to drive well and make as little mistakes as possible to stay as far away from the police cars as possible. If you bolt it to the highway and drive as fast as you can, that can often be a good escape from the location I have provided. If you are in a game session for this, then you will escape instantly if your fellow 'boosting' partners press 'Start' and chose to Give Up.
*TIPS: Try not to play at night according to the in-game clock as that will lead to much less traffic, thus less police cars.
LOCATION
*In order to get to the island of O‘ahu in Hawai'i, you need to be at least a Level 10. The location that helped me to get this achievement is at Hickam Airfield (Hickam AFB) just Northwest of the capital city of Hono'lulu. If these names are confusing or difficult to find, you should be able to find it on Google Maps if you search for "Hickam AFB". The area is in the Southeast corner of Pearl Harbor at an industrial/shipyard-looking place where there should usually be a good deal of police cars.

To start an online chase you'll first need to provoke the police into chasing you. You can do this by ramming any police car, ambulance or fire truck (or other cars while near a police car). A bar will appear on the right hand side of the screen called 'Traffic Violation'. Once this fills up the game will attempt to start an online chase, but the servers can be problematic. Sometimes the game will start an online chase, and sometimes you'll be stuck in an offline chase. You're also relying on other players to accept a chase invite (2 others are needed to start), but boosting will eliminate that particular frustration. However, even with boosting you'll still have the possibility of other players in the same session joining in if they accept the invite. You can try finding a quiet corner of the map with just yourself and your boosting partners, but even this might not work as other players can still be linked to your session. Another issue with boosting is that sometimes the servers won't even let all players join the same session. When this happens you just have to be patient and keep trying.
Once the chase has been started you need to stay clear of the other players (who are now all driving cop cars) until the timer runs out. As there is always the chance of casual players joining I would strongly recommend driving an A1 car (the McLaren MP12 worked perfectly for me), as this will outrun the fastest cop car easily. The game doesn't offer a decent way to track how many chases you have won so it would be best to write it down. Once you have reached 30 wins the trophy will unlock.
One quick tip for attempting this trophy with or without boosting partners is to use the freeway that runs along the north of Ibiza town - starting just East of the airport, and ending just to the North-East of the town. There are always cop cars in this area. When the game is attempting to start the online chase line yourself up at the start of the freeway and accelerate as soon as it starts. Any casual players who have joined the chase will either be too far behind you to catch up, or will be on the opposite side of the freeway and unable to reach you. Even with the McLaren its still pretty simple to drive along the freeway - just make sure you aren't at max speed all the time and avoid any collisions.
By unlocking this trophy and Marshall you'll earn 1900 Social points towards Level 60.
To enable an online police chase, you'll first have to have people in your session. You can check this by either looking at your mini map on the bottom left of your screen and seeing how many people there are next to the little car icon. You'll need at least 3 down there.
Now you'll be looking for a cop car/ambulance or fire truck. Hit them repeatedly until it triggers a countdown saying "The Police are targetting you!". If 2 or more people accept a phonecall asking them for assistance, then you'll have yourself an online cop chase.
Now all you have to do is run... Well... Drive. Make sure you don't get caught up or else they might hit you with an EMP which will disable any power from your car.
You'll have a time limit of 2 and a half minutes to evade the cops, not getting arrested in this time will count as 1 escape. Just 29 to go!
When boosting, you can try to gather in some remote corner of the map without left players and achieve a connection with friends. We were helped by all the players leaving for the casino, one player going to the store, after which another player saw the third. You can’t do without dancing with a tambourine if all your friends don’t have a perfect connection.
