How to unlock the Marshall achievement in Test Drive Unlimited 2 - Definitive Guide

This can be a difficult achievement to get because being able to be the Police in the Online Chase Mode requires another player to engage in an Outlaw run while in your session, for the game to decide to actually attempt to bring other players into the chase rather than AI, and for at least two players to accept the challenge to join the chase. That said, it is much easier to get if you have a group of at least three taking turns.

To get this achievement you simply have to arrest the "outlaw" player. You do this by having the outlaw stopped or at low speed while in close proximity to at least one police car for at least five seconds when the timer starts. To aid in this objective the police cars are equipped with an EMP which disables the outlaws car briefly allowing the pursuing officers to attempt to bring the vehicle to a stop.

Note: There are in-game rewards for doing the Online Chase Mode as Police:
After 5 arrests you are awarded a Police sticker set.
After 15 arrests you are awarded an Ibiza Policia uniform.
After 35 arrests you are awarded a Dodge Viper SRT10 Ibiza Policia car.

The 5, 15 & 35 awards. Do they have to be in a row or can I fail between attempts as well?

They are cumulative. You can fail in between and not hurt your progress towards unlocking the rewards.

I found out (using 2 consoles and driving near other players with both players on both consoles) that you (the outlaw) MUST BE NEAR 2 OTHER PLAYERS (1 mile or less? 0.5 mile or less? I'm not sure), THEN hit a cop car, ambulance, or fire truck.

If you see an EYE on the traffic violation meter, the cop is watching what you are doing (i.e hitting A.I. controlled cars will increase your traffic violation meter as well).

Absence of the EYE means that the cop is too far away to see what you are doing (i.e. traffic violation meter will decrease, even after hitting A.I. controlled cars).

Hi everyone,

This is mostly a solution to show a good area to find police cars and a low amount of random online players at the same time, mainly if you are in a gaming session for this achievement. I would like to mostly elaborate on the XavierBK guide, as he has done a great job in explaining how to get the achievement.

COMPLICATIONS
This achievement can be done legit but it is difficult to do so because of a few factors:
1.) Connection problems often force you to another server or showing no players being on your server after each chase since it re-connects you to the game after each chase. Just a useful piece of info but the way you check if you are on a server is to look at the in-game minimap and in the bottom-right corner there should be a number next to the car. If there is no number then you are not fully connected to a server yet. This is especially annoying if you are in a gaming session. If you are having trouble finding your 'boosting' partners after each chase, I suggest always using the in-game join/invite features rather than joining/inviting directly through Xbox Live. If you cannot get to their server after a few tries or a certain amount of time, go to the Xbox 360 dashboard, restart the game and re-join your friends (always using the in-game join). Dashboarding has always worked for me after experiencing these situations.
2.) Police cars can be difficult to find in certain areas and often de-spawn/disappear when you are attempting to get to them.
If you are in a gaming session it can be difficult to find an area with both police cars and little to no randoms.
3.) Bumping a police car to initiate the chase can often lead to an A.I. chase instead of an online chase, in which the only arrests/escapes that count are when there are at least 3 total online players involved.

HOW TO GET THE ACHIEVEMENT
*INITIATING THE CHASE: The best ways to initiate a chase is to either bump a police car or a firetruck. I think ambulances may work as well but I never see them. If you bump an emergency vehicle other than a police car, a police car will come after you. If you are in a gaming session, you may want to have only one person bumping a given vehicle at a time, as multiple people trying to bump the same vehicle often leads to an A.I. chase instead of an online chase. I believe that if you are all within a 10 mile radius of each other you will all get into a chase together. So you can have 3+ people searching around a given area all looking for emergency vehicles. Communication is key at this point so that one and only one person can bump and initiate the chase.
*CATCHING YOUR PREY: This isn't too difficult legit if you find a good amount of players and make sure to try and only try this against slower cars. The Dodge Viper SRT10 police cars they give you are quite fast and definitely worth the reward once you complete all the arrests that you need. *TAKE NOTE THAT YOU NEED 5 MORE ARRESTS THAN THE ACHIEVEMENT TO UNLOCK THIS AWESOME VEHICLE FOR USE.* If you have enough gamers helping it should be quite easy to catch the outlaw driver. If everyone simply drives in the vicinity of the outlaw, the chase will end after a countdown timer. You can also mash the 'A' button if you are close to the outlaw to help disable their car with a short-rage EMP blast, although it is not usually necessary.
*TIPS: Try not to play at night according to the in-game clock as that will lead to much less traffic, thus less police cars.

LOCATION
*In order to get to the island of O‘ahu in Hawai'i, you need to be at least a Level 10. The location that helped me to get this achievement is at Hickam Airfield (Hickam AFB) just Northwest of the capital city of Hono'lulu. If these names are confusing or difficult to find, you should be able to find it on Google Maps if you search for "Hickam AFB". The area is in the Southeast corner of Pearl Harbor at an industrial/shipyard-looking place where there should usually be a good deal of police cars.

UNOBTAINABLE DUE TO SERVER CLOSURE

To arrest outlaws you first need an online chase to start. This trophy relies on other players provoking the police to start with, then the servers being kind enough to start an online chase so boosting is your best chance to obtain it. Finding a chase started by a casual player is rare and even then you still have to catch them!

This trophy is relatively quick to complete once you have a stable session, as the player who started the chase just has to let the others arrest him/her, and then repeat until everyone has 30 arrests.

This has the same setup as the Fugitive Wanted achievement. By having another racer hit a cop car/ambulance/fire truck repeatedly, you'll have a phone call to which you can either accept to be part of the chase to help catch the outlaw.

Once 2 or more of you have accepted, the race will begin after the clock has counted down. Try and keep up with the outlaw, crashing into him at any time. Once you are close enough, you can hit  to charge an EMP which will disable his power. Hitting  will begin charging the EMP and will charge fully if you stay close enough to the outlaw. If you lose too much distance to the outlaw, the charging of the EMP will stop and you'll have to charge it again when you get close enough.

You have 2 minutes and 30 seconds to catch the outlaw before they have escaped.
