Edit: This achievement isn't bugged after all. Thanks to whosDirt for pointing this out. I was spamming the emotes too quickly. In order for the emote to count, wait for it to change from third-person to first-person. Then you can emote again. Do this 50 times and this achievement will unlock.
I finally got this after spamming the emotes hundreds of times. I'm not sure the exact number, since I didn't count, but it's definitely closer to 500 than 50. It is either currently bugged, or there's a timer between emotes, because they didn't always count.
To emote you must be indoors with your character (inside a dealership, workshop, or the Solar Hotel). Press the left bumper, then scroll down to 'Emotes' using the D-pad. Then point the right stick toward the emote you want. After you've scrolled down to 'Emotes' once, you subsequently only have to press the left bumper, then point the right stick toward the emote you want.
Do this hundreds of times, then this achievement will unlock.

You can also use the Emotes before each racing starts. In the last 10 seconds of the countdown use the LB and select any Emote when you see yourself beside your car. Some times if you’re quick enough you can use a second after the character go back to the starting pose.
