For me best time attack event was called On the docks far northwestern corner on map close to Shatp HQ and also next to gas station close to Western district meeting point so easy fast travel to there and the event take up only 1min and several seconds
I did finish it in 1min 11sec first time still figure out what keys was needed to change gears on controller so i lost bit time but that circuit is kinda easy to finish

It can be done much easier and without clan races or sprints with AI. In the docks there is a time trial "Cargo transportation" > set Expert in the Control assistance section and drive the route alone. The set time on it is 2:20 minutes, which is more than enough to drive on a manual transmission even with errors.
