@V1NIC1US 96, might be your Xbox profile who hasn't tracked fully to the 100%. Try to reset your console and load your profile first by looking the achievements part of your profile, on Test Drive Unlimited : Solar Crown. (its happen sometimes Xbox lock to update the tracker without the game being the issue)

Same. To check, I installed the game on another Xbox in the house. I made a few races and the counter is still stuck at 98%.

@ShazurianFR, resetei o Xbox ao padrão de fábrica fiz o que você disse e continua bloqueado. A conquista está bugada para alguns usuários. E também refiz todas as corridas do jogo novamente.
