The only big requirement here is to be level 50 in order to unlock Hypercars category. After doing this, go see the luxury car dealership and choose either to buy or to 'test drive' a hypercar. Either way, drive on a nearest highway and reach the speed of 249mph and the achievo is yours.
Edit : Upgrade aren't that necessary, since some hypercars are able without upgrades to reach that speed like the Agera RS / Chiron or 918 Spyder. Upgrades are only for comfort in order to get that achievo. Also the 'Test Drive' option count for the achievo since a comment RatPoizen seems to confirm it and i thanks him.

You can also get this early by taking a test drive. Go to the Luxury dealer (Chiron is fine) and set a waypoint on the long highway at the top of the map.
