There are several *ecko unltd. stores located around the map. Just go in with some coupons (won by completing Top-Model, Hitchhiker, Vehicle Transport or Courier missions) and start buying clothes.
You start the game with 3 *ecko unltd. items already in your wardrobe, so you will only need 7 coupons to make it up to 10 and earn the achievement.

There are many "Ecko" Stores located around the Island. Just go in and with some coupons and start buying clothes. You may start the game off with a couple Ecko clothe, so you may only need 7 coupons. Achievement is given at the moment of purchase.
