This is one of the easiest achievements in the game. Simply go to your house and go to the TRADE menu, where you can purchase cars and bikes online. Find a car or bike you can afford and purchase it.
Alternate solution if you're extremely low on cash:
Have a friend enter their house and go to the TRADE menu. Have them put up a car/bike for as low a price as possible. Once they've done this, simply enter your house and go to the TRADE menu; find their car/bike and purchase it.
NOTE: Make sure the car/bike that your friend is selling is something that other people wouldn't want to buy. If you put a valuable car/bike up for cheap, you run the risk of someone else finding it and buying it before you do.

A friend was going to give me a Enzo Ferrari for 1k right away so I had something "fun" to play around with and I had all the filters up and when he put it up I started spamming the buy / confirm aka A button and someone somehow bought it on the 3 seconds it took for the game to find the car and me to press a like a madman... Life's a bitch sometimes, aint it?.. But atleast he put up an Audi TT afterwards so I got the achievement anyway..

You must go to one of your houses, and select the "Trade" Tab. Currentely this achieveemnt won't work, as Atari has taken his feature out, due to glitches. It is planned to be added back though. Once you buy a car, or sell one, the achievement will be rewarded.
