There are different tuner shops scattered around Oahu. In these shops are performance packages that can increase certain stats for the car of your choice. Simply buy one and the achievement will be yours.

NOTE: This map is not mine, I just found it to be useful.

You must buy a tuner pack for any one of your cars. Tuner shops can be found all over the Island, and locations can be found in the center fold of your manuals. You must go to the proper Tuner to tune specific cars. Here's a List of The tuners and what they Tune:
