I made a video showing one way to set up and execute the T-Spin. Hit the A button to rotate the T-tetrimino counter clockwise to move it into the final position at the last second. The video shows a 2 line clear T-Spin, but you only need to clear 1 line to get the achievement.

^^^ Not sure what to tell you, the achievement description says a 1 line clear should qualify. I guess go for the 2 line clear and see if that works.

This site (link) has several ways of getting a t-spin. Not all of them are recognized by the game. Infected Z posted this pic which does work and can be set up easily at the beginning of the game.
