This achievement is simple enough you just need to rescue 50 civilians which come from the misc. crimes that appear throughout the city the car chases net you 1-3 civilians depending on which you get and how many cars you have to chase down the fires get you 2-8 people depending on which you get and the guardian angel missions get you one civilian that you have to take to the hospital assuming your doing the crimes to keep your hero meter up this should come rather quickly.
