After distributing the spider-tracers a second time (on Osborn antennas) you will find the first set infected. They usually appear on the map in large amounts, 10+ at a time.
Every time you complete a few chapters, new sets of infected will show up. (along with the previous sets if not collected)
They are easy pick-up/drop off side tasks.
It's also semi-entertaining that the dialogue between the infected and spiderman are completely unrelated!
My favorite banter -
Infected: "Please be careful or I'm gonna throw up on you!"
Spider-man (while swinging fast and insanely high up): "Whooo hooo!!"
---and---
Spider-man (dropping off infected):"Be careful with this one, she has sharp nails!"
Infected (MALE): "Thanks Spider-man!"
Lemmerman
Infected civilians appear as red people icons on the mini-map in the city. Travel to each point, pick up the civilian, and take them to one of the medical centres on the map. Do this for all of the infected civilians and this trophy will unlock. You can monitor how many you need to find by pressing 
and checking the far right menu. You will need to playthrough almost all of the game before all of the civilians are unlocked.

*Manhattan Side Quest Mission*
These are people affected with the cross species virus, they will appear on your map in Manhattan, take them to a quarantined section to help them.
