Within the hub areas where all the vendors are is a "Gunsmith vendor" (The Hammers on the minimap), here you can upgrade any of your weapons if you have the parts ready.
There are 3 different parts that are used for upgrades: Basic, Advanced and Superior and a total of 10 upgrades needed.
from level 1 to 5: 1>2>3>5 component I (basic)
from level 5 to 8: 1>2>3 component II (advanced)
from level 8 to 10: 1>2 component III (superior)
You need to complete the Basic component upgrades before doing the Advanced upgrades and so forth.
You can find all of the components by exploring areas of the game, they're a purple item and usually found in the paths least taken. Basic and Advanced parts are also sometimes dropped by Bounties once you defeat them.
Superior parts are very sparse throughout the game so I would recommend spending your first 3 parts towards a weapon to upgrade it to level 10 for this achievement rather than spreading them across 3 level 9 upgrades.
One last thing to note is that these upgrades are permanent, if you accidentally sell the last version of a gun the upgrades will remain once you pick up another one!

Nope. So now, knowing that other people have done it on SECOND effing playthroughs, it seems the fuckup is actually with the character's weapon level progression and Not the weapon itself. I purchased two brand new weapons that I'd never used, sold my two MK10 weapons and upgraded one of the new ones. Not a damn thing. How hard is it to do your job and find the friggin' code for this and fix the effing thing? Oh that's right, no time to fix it, dlc/ cash grab is more important.

Can confirm - this workaround does work! I was able to test with Stony99 and both of us unlocked the achievement after being stuck at 60% and 90% respectively. That link above is pretty self-explanatory, but here are the steps:

Less a guide but a note on how to farm as many Superior Parts as you want on the same file without jumping into other peoples games.
As long as you have not got to the final fight, after crossing the bridge to complete the mission "root_access" upon entering "Project Menshen" there is a superior part after the first fight, through the blue shield doors, fought the tiny little spider bots, down to the left is the part.
Once you collect it make sure that the game has more recently saved upon quitting out. When you load back in, you will be back on the other side of the bridge at "Silo 86", so you can re-enter "Project Menshen", do the same fight again, kill the tiny bots and pick up another Superior Part.
I am aware that this is the end of the game and will only really help those, like me, who wanted every weapon maxed for the fun of it. Or those who didn't find enough to unlock it in the first place.

For this achievement, you must get a weapon to Mk X (Level 10). You will need 11 Basic, 6 Advanced, and 3 Superior components to do this.
