yeah, do this when your go see the Grafter. it's a very easy achievement and it doesn't cost a lot of ucreds.

Proficiencies were reset once

All you need to do is visit any grafter in the game, then click go in for surgery next click reset skills (In an early stage of the game development I think they were called Proficiencies). I would highly suggest doing this the first time you are pointed to the Grafter during an early quest. The more skill points you have allocated, the more expensive this will be. Grafters will be marked on your map with a double-helix DNA icon. Select the surgery option from their menu to reset your skill points and unlock the achievement.
