Once you purchase and download the DLC and have beaten the main game storyline, this mission is the first of two Cyber Heist DLC main missions and will be automatically added to your quests. Cannot be missed.
You can take on the DLC's campaign either solo or with your buddies, and they don't need to have completed the main story to play it; only the host does.
It probably took me and my buddies maybe 2 hours (playing leisurely without any kind of rush) to get to this point and the DLC "side missions" become available after completing this quest.

My friend and I played online co-op together beginning to end at before the DLC released. I was always host. We both completed the base game's achievement list and both bought the DLC. We can't get the quest to show up, tried going to Cluster 13 and Ascent HQ to talk to Kira to trigger it and nothing. Tried uninstalling and reinstalling the game and DLC, nothing. I tried even going to single-player and see if it would spawn just for me, nothing.
I refuse to play through the entire game again just to try and get this to trigger. There's no reason I or we shouldn't be able to access it.

Have you confirmed that the 10mb dlc content shows as installed in the "Manage games and Add-ons" NativeB1ood ? Same as you, i played the whole base game with friends. 3 of us, me being the host. None of us had touched the game since late 2021.
Fast forward to a few days ago. We all purchased dlc, downloaded it. I started a SAVED ONLINE GAME lobby.
My 2 friends joined and immediately my quest/map tab in the menu had FIND AND REPLACE active and a green marker showing us where to go. I'm sorry you are having trouble!
