Onef is the Backbiter, he can be recruited in chapter 4 in Frostvellr, but you must take into account that you can't ambush the supply cart to get into the city in chapter 2, he will die this way. Every other option leads to a possibility to recruit him. If you approached the supply cart or you got into the town in another way, he will ask to join your caravan when you leave Frostvellr. If you ended chapter 2 by camping outside, he will follow your caravan when you leave, giving you the chance to recruit him.

Onef is the only Backbiter. Joins in chapter 4 depending on what you do in chapter 2 and then 4.
1: Push open the gates and battle Ekkill's men. Then agree to work with Ekkill.
2: Use the water passage and battle Ekkill's men. Then agree to work with Ekkill.
3: Go to the rest house and choose "Tend to the wounded", and then "Wait and confront them". Then agree to work with Ekkill.
4: Go to the rest house and choose "Settle in for the long haul". NOTE: while this will later recruit Onef, you will not be able to raid the storehouse so don't do it this way.
Use the training tent to easily get this.
The, Pants, Party
During Chapter 2, make sure you DO NOT ambush the supply cart to enter Frostvellr (choose the gate or sewer options). There is no indication of it, but Onef is with this group and you will kill him. Then in Chapter 4, agree to help Onef steal supplies before you leave Frostvellr. At the beginning of Chapter 4, agree to help Onef steal supplies before leaving Frostvellr.
Alternately, if you chose to camp outside at the walls at the end of Chapter 2, he will catch up with you shortly after you leave. He will then join the party either way.
