After the tutorial on listening in and leaving your room, talk to the person sitting down near where you spawned in the gazebo to spawn the ice cream cart. Talk to the ice cream guy to have a pickpocket tutorial. The achievement unlocks after completing his challenge to pickpocket at least $10 and returning to him.
