How to unlock the The Flin Flon Flimflam achievement in The Big Con - Definitive Guide

After Myrna tells you to collect 5 licenses, look for a man with green hair and glasses in a blue shirt to the right of the Lil Angel Wedding Chapel. He'll have a license from Saskatchewan. I'm not sure if he can be pickpocketed twice so may want to avoid pickpocketing him til after receiving the quest.
