Once you gain access to the penthouse floor in the Casino interact with the door to the left of the elevator.
The Collector is staying there and he's upset that no one came to his party, you'll need to find 4 Lucky items in the casino to cheer him up. I can't remember all of them off the top of my head but I think three of them were a lucky penny, a rabbit food item, and a key card for room 777. I'm pretty sure all the items are found in the regular casino area.
I'm not sure if you need to complete a certain number of his other collections earlier on. I earned this achievement in a playthrough where I sold him all the items from each collection except the Mall one.
Sorry this guide isn't super specific, but I figure this should help you get an idea of what to do

@RIPKieronr1 Thanks! You're right about the guides, it was even worse a year ago when the game came out. That's why I decided to write up what I remembered. Unfortunately some people will downvote if you don't hold their hand through the whole process and give them every single detail.

I don't know the exact requirements for this achievement.
I'm guessing that you need to give the Collector all the items he asks the second time you go to Las Venganza, being:
- the Cake (on a bucket close to the bar),
- the Balloon (on a Cafe where you have to throw the coffee of a girl)
- the Rad Ghost movie (asking the video guy)
- the Invitation (stealing to a little boy close to the video)
- The Birthday Candles are optional, I believe, and they're inside the bar.
After giving all these things to the Collector, go inside de casino and continue the story. After going upstairs with the elevator (having stolen 10k$), go to the left side and knock the door. He'll ignore you, like 5 times, but you have to insist. Then tell him that he's cool and give him 4 lucky items:
- Lucky Penny (on the font on the upper-center of the casino)
- Lucky burble (in the "store" on the center of the casino)
- The 777-room keys (on a table on the right side of the casino, close to the poker tables)
- A cooked rabbit leg (on a table on the left side of the casino, where the smoker guy is)
Once given, the Collector will feel better and he will thanks you for being a good person.
