This unlocks after entering the casino during your second day in LV. You will need to do a few things first. Start by following Ricky's right hand man, listening in on is ramblings. Then either get a gold medal from the hero in a coffee shop by spilling coffee on them and giving that to him, or just tell him the things he wants to hear. Following that, pickpocket him for the code to the casino back entrance. Finally pull the fire alarm in the upscale shop to get fancy clothes and met up with the detective to head into the casino.
