This is awarded the first time you pick the pocket of someone the game considers “rich”. If you already have a game in progress before this update then you may have a better spot to get this, but if you are starting a new game then your first chance to unlock this will be to pickpocket the woman with the stroller after you’ve bought an ice cream from Ted and he challenges you to steal $10 - pretty hard to miss as he even points out that she “looks like she might have a lot on her”.

I believe this may need to specifically be the lady with a stroller in the first level. I failed on her, successfully pickpocketed numerous other "rich" people in later levels, and never got this achievement until I restarted the game and succeeded with the stroller lady.

Sorry to hear you’re having issues… there are actually quite a few general Xbox unlocking issues going on at the moment from what I hear so it’s possible it isn’t the game that’s misbehaving but the Microsoft servers. Grumpy0lLady reported issues in the forum, what worked for them was turning auto pickpocket off so maybe try that? It unlocked for me with it on though I might add.
