This unlocked for me on an earlier phone call, when I chose a blatantly true dialogue option.
I believe it was "I am in Las Venganza",when I was first there.

+1 for Raziel M0RAGLAR can be unlocked at the first payphone in Las Venganza by selecting the "I am in Las Venganza" dialog .
