In LV, one of your goals is to get info from Dan, the used car dealer, who wants a gold fanny pack in return. There are several ways to go about it. I found the mark in the nearest coffee shop, waited for him to take it off, and stole it. You can also use the gold paint in the alley with Ted on a regular fanny pack found in the thrift store, steal the platinum fanny pack from the upscale store are trade it for the gold one, or even just give $1500 to Dan so he can buy his own (though I can't confirm this unlocks the achievement).

CAN be missed
I got caught picking his pocket and he refused to ever talk to me again. when you meet up with Ted he'll go get the info himself and the story continues as normal

All you have to do is change your appearance with a disguise and you can try again.
