For this achievement, you need to play and complete a 2-player game. This requires a second controller.
From the main menu, start a new game, 2-player, any year, any settings, and start. Simply do nothing with your second controller. With your main controller, take states, and during battles, leave your second controller idle so you can kill everyone with you main controller. Skip your turn as your second controller, and in two or three turns you'll win and unlock this achievement.
