How to unlock the Glad My Trust Wasn't Misplaced achievement in The Bureau: XCOM Declassified - Definitive Guide
After finishing your first major operation, there will be so called dispatch missions appearing on your battle map. They are optional to do and does not require you to participate but you can select 1-5 agents that are not in your core team to do them. It is a great source of levelling up more than 2 people at the same time and can be crucial on the Commander level. You will have to select agents, whose cumulated levels meet the complexity requirement of the mission, which at the beginning will require to swap your initial 2 guys with rookies.
I havent seen so far any occasion the mission not to be completed, so it seems that it can only end with success.
If for any reason the missions dont appear, keep doing Investigations in the base as they unlock further dispatch missions.

Funny! This one seems to be a bit buggy. It finally popped together with the "Can't be everywhere at once"-achievement, which needs you to complete six dispatch-missions within a single campaign...

To be able to complete these Dispatch Missions effectively you will have to recruit additional agents either by creating them in the Agent Roster Menu or later on by getting them as mission rewards.
The different Dispatch Missions have requirement levels which you will have to match with your agents' character levels.
Example:
Mission level 7 --> One Lvl. 3 agent + two Lvl. 2 agents
Your agents will get some sweet XP during these missions so you can pull them up even when you don't take them with you in the field.

Achievement says it all.
Dispatch missions can have up to 6 agents assigned for completion. The total rank of all agents assigned must be equal to (or greater) than the dispatch mission's complexity rating.
I recommend recruiting up to two of each agent class. If you do so, then when the dispatch missions become available, you will be able to send five rank 1 agents on the dispatch mission to the west - can't remember the name off the top of my head, but it only has a complexity of 5.
After you complete your next operation (minor or major), the dispatch mission will also complete, giving you any mission rewards and ranking up the assigned agents.
