How to unlock the Let the Boys Have Their Fun achievement in The Bureau: XCOM Declassified - Definitive Guide
The enemies in the mission are sectoids and outsiders. With careful movement of your companions and judicious use of Lift and Heal, they can easily handle all enemies in the mission except the last fight.
Fortunately, the last fight (against an advanced drone, a muton and an outsider) is glitched.
The enemy group triggers as you are about to go through the mission's second train boxcar. So long as you do not pass through the boxcar (going INTO it is fine), only the advanced drone moves against you. The muton and outsider will just stand there firing ineffectually.
After taking down the drone, you can use the Recon soldier's Critical Shot ability (which can go through walls) to take out the outsider and the muton without ever getting anywhere near them.
The ability has a recharge of approx. 46 seconds, so this method takes some time (the fight will take approximately 6 mins) but it is completely foolproof.
If you have a drone or silacoid, feel free to use them. The only prohibitions are on firing guns or throwing grenades (thanks to Leflues for the confirmation).
Worth adding, if you are starting a new game on rookie.
I first disbanded (or what the game calls it) the recon that was in the rooster.
And created two new recons. When you pick background on the character choose - Technikal Training. That will shorten you waiting for a new critical shot with 5s.
The first chance to do this would be on the University mission. I would recommend you though to wait for the next one (major or minor), as on the University you will face some very tough situations.
The objective is not to shoot any weapons or to use a grenade - duh :) This means that you have to order your guys to do all the dirty jobs, while you are supporting them with melee attacks and your abilities. Against the lesser enemies, you might even get away while completely being in the background, but if you meet Mutons or Sectoids, you have to get close to the fight. Which means, that you not only support them with Lift and Heal, but also keep on actively resurrect them as they will die. A lot.
Whenever you can afford, order you men to retreat to cover and wait for the abilities to recharge. I did it with a Commando and a Recon guy as their abilities seemed to fit the most.
Also, definitely easier on a minor mission rather than a major one. Thanks for the pointers!
Why? It is a relatively short mission that can be completed within 10 to 15 minutes and has Outsider Elites (3 or 4 I believe) as the highest ranking enemies to face. My guide here isn't a guide as much as it is tips.
The majority of the level is comprised of Outsiders, Sectoids, Drones and and Silacoids.
I did this on Rookie Difficulty and at Rank 2 (only possessing Heal and Lift). Essentially, just use lift to take out the Elites and use your Battle Focus to set up flanking positions for your squad. On Rookie difficulty and flanking, you can easily kill almost every enemy yourself with Melee in one to two hits (which is also towards the Welcome to Earth achievement as well). When your squad is injured, heal them and yourself. Make strategic flanking and cover positions for your squad and you'll be at the final portion of the level in no time. Keep up your guard and pretty much just take your time. Patience is key and if you need an operative or your skills recharged, just hold back. I was expecting this achievement to be a lot more difficult than it was.

Also Agent Weaver will help you fight so you'll have an extra Critical Attack in your arsenal.
So this achievement is really not that tough as long as you have enough tricks up your sleave. Make sure to use all abilities at all times and don't run to places where you'll get shot. The minibosses here consist of 1 Droid and a handfull of Mutons. However they appear spread around the level with not too many Outsiders or Commanding Outsiders.

Just start the mission on Rookie difficulty and complete it without firing a weapon or using a grenade. You can and you must use all of the special abilities of your teammates as well as yours. Moreover you can melee enemies as the last resort if they come too close. It's very easy. I did it with Recon and Commando at Level 3 both of them.
*** Minor Spoiler: What makes this mission very easy to complete (achievement wise) is that this is the only minor mission out there with no BIG enemies like Mutons or Sectopods!!!

While every Minor Operation works for this it is easiest if you have downloaded the Codebreaker mission. It is short and doesn't have any difficult enemies.
Hit to enter Battle Focus whenever you can and let your teammates do the majority of the work. If you don't feel like hanging back you can also get up close and personal with some of the aliens. When next to them press to show them how great your fists work with their faces
The best mission for this is Operation: Grifter, a Minor Operation available after completing mission 2. This mission is short, and the enemies are weak for the most part. It’s recommended that this is not done on commander difficulty, as having squadmates incapacitated will make this much more difficult.
If you have already completed the game, go to Load Game and then select either Operation: Grifter or an earlier Base Visit 2 save. Next go to game options and reduce the difficulty if necessary. Recommended squad mates are a Recon, and a Support with the Weaken ability. Note that Carter can still use powers and melee attacks when going for this.
This is much easier than it sounds during an operation. Let your two agents kill as you assist with melee and heals. If you have the Codebreakers mission, then is fairly quick and easy to get this. Any other Major/Minor Operation will work. If you accidentally shoot or throw a grenade, Reload Last Checkpoint to try again.
A little hint:
- Carter's abilities make it possible to fight hand-to-hand!! !
- At the end, when you need to fight with the muton, we place partners behind his back (not far from the place from where he came out). And at this time we ourselves are sitting in the carriage, periodically showing ourselves, and attacking him ourselves.
