Missed this on my first playthrough of the DLC and replayed the whole thing up until I got all 8 data drives. Achievement didn't pop. Still didn't pop after reloading a checkpoint before picking up the last one. I also tried uninstalling local save and still nothing. Ughhhhh

Simply collect all 8 Protocol Data Drives and the achievement will pop. This is obtained by playing the Final Transmission DLC.

These are fairly easy to find, but some are somewhat hidden through locked doors or fuse gates and the game isn't clear on which path leads to continue the story or leads to bonuses. If you are unsure, you can tell by heading one direction and if either Jacob or Dr. Mahler begin to speak, that's story related so you can turn around and explore the other path.
Recommended tip is to save after each one so you don't have to do a second playthrough and can just reload if you manage to miss it. Luckily each drive is numbered in order so if you go from Data Drive 4 to Drive 6, you know you missed one.
