What works for me
-Make a manuel save before the achievement and quit game.
-Restart Xbox and from dashboard go offline.
-Start game, confirm terms of use and load the manual save point.
-Before getting the achievement, go to the dashboard and go online.
Now the achievement should pop when you getting it.
