The quickest way to getting this is to max out the starting loadout, which is the stun baton, GRP glove, hand cannon and riot gun, which should tally up to around 17,600 credits spent. You can then get the assault rifle or skunk gun and max out their upgrades to get 2,400 more credits which will add up to exactly the 20,000 credits you need for the achievement.

As an addition, this can be done over multiple playthroughs. I’m in the process of that and will unlock this one later.
