It might be story related, but I’ve already beaten the game and this one didn’t pop, so save before you start throwing switches

Story-related, cannot miss.
In Chapter 6, you’ll find yourself underground and will need to restore power to an old facility, so that you can get the hell out of dodge. To do that, you’ll need to turn on three relays in the Power Plant which you get to via the Power Tunnels - which you can get access to if you make your way to the tram (AKA the Transport Platforms) and grab the access card. Once you’ve activated the third relay, the achievement is yours.
