I don`t have another solution because the one from MeuLeu with videos from TeenJackBauer is perfect (thank you both!!!). I just want to give some pointers to make things easier.
1. You can get the normal and secret skulls in the same playthrough as long as you get them all.
2. When you`re having difficulty getting those skulls in "out of bounds" area`s, simply leave them for last and go for them when the counters is less then 5 seconds! This pointer is very helpfull on the "ocean liner" levels as well as the level "back in the USSR" from the location "the bunker".
3. You will know when you`ve got all the skulls (only secret) in one location when it gives you a message that you`ve unlocked a new concept art. This is also a way to keep track of the locations you`ve cleared out already. You can find your concept art from the main menu:
Records -> Unlocked items -> concept art -> look at the last 2 rows of concept art. those represent the skulls collected on each location.

Firstly, brilliant videos, thank you to the OP and mainly TJB.
Secondly, Kelvin's point #2 is spot on the money and a super idea. Helped me no end! I was struggling with just one skullshot(!), the first hidden skull on The Bunker 'Back in the USSR'. In the level I left this one until last, shooting all the others first, ran back and waited for the timer to dip below 5 seconds, ran round the corridor and shot the skull. Timer runs out before you blow up! Sweet.

Thanks for having more than just a video. From what you are saying it sounds like you dont have to do this all in one game? Once I get them all in a level its saved and I dont have to do it again?
