How to unlock the Eyes don't lie achievement in The Council - Definitive Guide
You will meet Emily after coming back from spying on Napoleon and Mortimer.
NOTE: There are 3 different rooms you can go through to get to the window where you spy on Napoleon and Mortimer. If you go through Emily’s room DON’T take the origami and DON’T choose “Ogle Emily’s body” They will stop you from getting this achievement.
You will enter a “Confrontation” with Emily
You need to give the correct responses to win the confrontation.
These can go several ways depending on your class and skill set which open up various other correct responses.

Choose these responses:
“Swear innocence”
“Appearances are deceptive”
“Worry about her”
“Share the information”
This achievement is only obtainable if you chose INVESTIGATE ABOUT YOUR VISIONS at the start of ‘Episode 1: The Mad Ones - Quest 2: Night Stroll’.

Question: What were you doing on the balcony?
Answers:Tell about the young officer from the vision (requires the Vigilance skill (difficulty 3).
Show concern (does not require skills).
Stage 4
Question: Is the Golden Order involved in what is happening?
Answers:Talk about your mother (requires the Manipulation skill (difficulty 2).
