The Pineapple Shop can be found north of Wahiawa, the central most city. Head to the shop then do a donut in front of it using your accelerator and brake at the same time.

For this achievement drive to Wahiawa and head north to the Pineapple Plantation. You should see a giant pineapple shop next to the big yellow shark on the map, drive there and press LT and RT to initiate a donut and the cheevo is yourssmile

You don't have to spin the donut around the kiosk! Close enough to do it.
