Pretty straight forward, every car has a max score it can reach. For Street Tier 2 cars max level is 750, in upgrades equip a 750 rated part in every slot and your car will hit 750, part colour doesn't matter.
Other car types have higher and lower numbers, just make sure you have parts to hit the max number for that car type.
