The DeLorean can be purchased from the shop for 387K+ bucks. You won't need to upgrade the car at all, just find a straight road and hit 88 mph (142 km/h) and use the rewind feature.

Delorean DMC-12 Rad Edition does count. You can get it for free from completing a race in Crew 2 called Miami Ride and importing your cars into Motorfest.
