I dont think the challenges are online anymore....

I kept having an issue where I had no daily challenges and the weekly and monthly were moved down a level. I progressed far enough on a secondary account to access the challenges and logged out of the account and into my main account back and forth repeatedly. Sometimes I force quit out of the game, sometimes I did not, but I was able to fix my challenges to display the three properly this way. It is definitely glitchy and sometimes required 4-5 sign ins in a row, but I was able to fix my issue every time. I was always able to see two challenges, but it may be worth trying for people that can't see any since it is the end of the life of the game.

Any word on how to get the challenges to pop I’ve tried a second account signing out it doesn’t work

Probably the challenges aren't working anymore cause the servers are shutting down and they deactivated already some of the features.

The Challenges do exist still but not all profiles can access them with their Setup. Sometimes logging in on a different xbox on a different ISP allows the connection to retrieve them come through. But it's not guaranteed. On my configuration I was able to test about 8 accounts that could not retrieve the Challenges and 4 of those received them but 4 did not. So there's also going to be some profile shenanigans going on with Ubi.

It's PDU because not everyone experiences it and of those that do, anecdotally, half have a chance at fixing it.
