To open the cellar you need to combine a crystal with a rag of cloth, and use that on the cellar door.
For the crystal, you will get that from the Wizard's Room in the King's Chamber at the castle. To gain entry, go there after making the soup - the King will automatically take some. Now you can go in, and grab a crystal from the bowl on the table in the middle.
For the rag, you will need to go and speak with the prisoner in the Jail. He will suggest that he likes the soup. Go back to the cook and speak with her to get some more. Go back to the Jail and talk to the prisoner again, and give him the soup in return for a rag of his clothes.
