The Skill Tree is unlocked after the The Noble's Arrival in Chapter 1. The skill tree augments skills that are attached to thier equipped weapon and have 3 to 4 levels of upgrades. You will have enough Skill Points (SP) to get every skill upgrade if you complete all the side quests and main quests additional objectives.
