Coeurl first showed up for me in side mission after fourth story mission in chapter four, “Jacqueritte Highway”. It spawned in the final group of enemies and achievement popped after end of mission results.

Nothing special with it / just a few health bars. Do what you’ve been doing in other battles and shouldn’t have a problem. I get Andrias behind the enemies, have another teammate use a stun attack, then assassinate for major damage while wearing accessories that boost the Technique stat.
