Play Story Mode and you´ll unlock this near the end. If you really want to know exactly how, read this, but it´s a spoiler:

You have to kill Synthesis. It isn´t a really hard boss, just keep attacking him (I prefer the chainsaw), and jump a little when he starts firing electric balls. Once you kill him, it will pop up.
