I ran into the same glitch that occurred on the Xbox 360 version. Miraak would warp to the center of the map and stay etheral. None of the original solutions seemed to work, so I shouted Bend Will at Sahrotaar and slayed him. That took Miraak out of his state and allowed me to whoop his arse again. I used an unenchanted daedric mace to whittle down his health, as I've read hitting him with too much power is the cause of the glitch.

I confirm. Do not hit Miraak too hard. I used my antique pickaxe to kill him. My daedric sword was taking away too much health.

I ran into another glitch. After completing the mission, the achievement didn’t unlock. I thought maybe I should replay it (so I did) and still nothing. Any ideas?

After trying everything I could find to get past the ethereal Miraak glitch, I finally found something that works.
I didn't pay any attention to how much damage I was doing, or in which order (or how quickly) you kill the 3 dragons. Just go ahead and get rid of them, and fight Miraak until the glitch happens.
Now that there's nothing left you can do, find the pillar off to the side, next to the health draining pool. Wait behind it crouched until his health bar disappears, and you are hidden. You'll see the little arrow start to move around, and now it's time to kick some Miraak.
Hope this works, as it's the only thing that worked for me.

Personally, I rode sahrotaar until he died, then got Miraak down enough to absorb 1 of the other two dragons. This soflocked him as expected. Then I used Bend Will on the remaining dragon and took him out before he became aggressive again. For whatever reason, this gave Miraak a kick and the battle continued and completed as planned. Thanks for the tips, wonder why this battle is so glitchy?

After several attempts, I finally defeated Miraak today. Here's a video that shows my battle:
- Change game difficult to novice;
- Equip FLAMES (destruction) on both hands;
- Attack Miraak only with that magic since the momment you face him;
- Do not attack the dragons, let him absorb them whem he gets weak.
If you damage him too much the glitch will happen. So using a weak attack should solve the problem.
To make my life easier, when I defeated him I used items and armor pieces to reduce destruction spells in 100%.
