This is part of the Hearthfire DLC. You are able to buy three plots of land, which are located in the regions of Falkreath, The Pale and Hjallmarch. You will have to talk to the Jarl in ssaid region and complete a quest to almost win their trust. The easiest I found is the Jarl of Falkreath who sends a courier with a message to you. Once the quest is completed, the Jarl will allow you to buy a plot of land in the area from their assistants. Once the land is purchased the achievement will unlock.

I had big issues getting the option to talk with the Jarl of Falkreath. Spent aaaaages trying to find a solution online, and someone posted this that saved the day. I hope this helps someone like me:
First, one of your targets in the Dark Brotherhood questline is a friend of Siddgeirs. Killing him reduces your stadning with Siddgeir to the point that he refuses to sell you the property. This can be fixed if you sided with the Stormcloaks, and Dengeir is made jarl.
Second, have you done the fetch quest in which Siddgeir tells you to get him a bottle of Blackbriar Mead (he basically sends you on a beer run)? This quest is one of six that interferes with each other, and they're all item retrieval quests. If you have one active, you will not be able to get the other five until finishing the active one.
The six are as follows:
Blackbriar Mead for Siddgeir in Falkreath
Book "The Mirror" for Captain Aldis in Solitude
Book "Night Falls in Sentinel" for Rustleif in Dawnstar
Book "Song of the Alchemists" of Lami on Morthal
Mammoth tusk for Ysolda in Whiterun
Amulet of Arkay for Torbjorn Shattershield in Windhelm
Check your quest log. If you have any one of these, that's why you can't get Siddgeir to offer you the property. Siddgeir's beer run is also the first step toward becoming a thane of Falkreath. If you can't find these six, or you're already thane and have not done the DB quest line, then you have a problem.
