One fairly quick way to do this is once you get to Solstheim go to the first quest marker (it should be the #2 location to discover), then work your way around the map in a clockwise circle from there, moving from the outside of the map towards the inside. I turned into a werewolf right away to make the running from place to place much faster, and using this method I uncovered most of the locations on the entire island (and the achievement) in about 20 minutes. Not to mention I fed on about 60 creatures/people towards to werewolf perks achievement. The island itself is fairly contained so you'll always see a new place to find on your minimap no matter where you are, just head in it's direction and as soon as you've discovered it, aim at a different place and run over there. If you're doing it as a werewolf and you feed on one or two guys every couple of minutes you'll have way more than enough stamina to just run everywhere, covering lots of ground very quickly. This was the second achievement I got from Dragonborn (the first being arriving there, obviously), and now I'll be able to fast travel to just about anywhere for quests and whatnot. Not a bad idea for chasing some of the other cheevos.

Kaitlin/LookItsPineappl gave an excellent guide up above but in my current playthrough I was a Vampire Lord and not a Werewolf.
Vampire Lord has equivalent if not greater benefits and gives perks progress as well toward a similar achievement - The vampie lord can also hover over water in flying form making it incredibly useful.
Some other notes I think worth mentioning but also helped me greatly!
•Arvak the horse http://elderscrolls.wikia.com/wiki/Arvak
has multiple uses and is a summonable horse that you can use in Solstheim and can shield you from most (not all) fall damage (save first when in doubt)
• There is an achievement for taming and riding dragons and you will come across at LEAST a couple while going through Solstheim so choose between the added benefit of fast travel for/during Dragonborn questline or Partially completing the questline and using bendwill while getting solstheim locations and black book hunting
