Actually do this step but after entering it the first time. all you have to do is hit up and it will select your last console command then you can just hit enter again. repeat that 20 times

There are 10 discoverable locations on the world map where you fight a dragon, get a shout, and find a chest full of goodies.
1. Lost Tongue Overlook (S of Riften)
2. Autumnwatch Tower (W of Riften)
3. Ancients Acent (SW of Helgren)
4. Northwind Summit (N of Riften)
5. Bonestrewn Crest (S of Windhelm)
6. Skyborn Alter (NW of Whiterun)
7. Eldersblood Peak (NW of Whiterun, W of Skyborn Alter)
8. Shearpoint (NE of Whiterun)
9. Dragontooth Crater (NE of Markarth)
10. Mount Anthor (S of Winterhold)
After a period of time has lapsed (about 10 days, the game seems to like 10 days as the default respawn time for things) all of these dragons will be back again for you to kill, loot, and absorb souls from. Just fast travel to each location, kill the dragon, and then go to the next one.
This will also help towards building up 100,000 gold.
So just hit all of the locations, wait 10 days. Then hit them again. If you don't see them yet, wait longer, then try. Since I didn't find them all at the same time they sometimes were there in some places and not in others.

Realistically you'll probably kill around 50 dragons just chasing the quests. By the time I finished the game I had killed more than 60. This is more of a solution for people who want to get all of the achievements in less than a weeks time.

I killed a dragon at a spot I had been before and it did not let me absorb the soul, not sure if that was a bug or if dragons can't actually befarmed

A far easier way (with console commands) is:
Type exactly: modpcmiscstat "dragon souls collected" 19
(19 assumes you started this with 0)
Then: player.modav dragonsouls 1
This makes 20 (you can check in the stats under magic) - achievement unlocked
